The City of Raleigh Parks, Recreation and Cultural Resources Department is seeking candidates that have a passion and vision for recreation programming, exceptional customer service and a commitment leadership while serving the community as a Recreation Superintendent. The Superintendent will focus on the leadership and oversight for the community, neighborhood and other recreation centers used to serve the Raleigh community. Operating in this capacity you will have the ability to directly influence how each facility embraces the culture of the community as we strive to provide for their recreation goals and desires. This position is part of a dedicated and talented team focused on public service while providing the recreational program needs and desires that make the City of Raleigh a wonderful place to live, work, learn and play.The Recreation Division is a $25M operation comprised of 135 full-time employees that can exceed 1500 part-time employees during the peak of seasonal operations. This position is one of three Recreation Superintendents housed in the Recreation Division and reports directly to the Assistant Director of Recreation. The Recreation Superintendent will directly supervise 4 staff with a total work unit of 50 /- employees. This individual Is responsible for the overall direction, coordination, and evaluation of the staff and recreation centers under his/her responsibility. You will deliver leadership and carry out supervisory responsibilities in accordance with the organization's mission, vision, values policies, and applicable laws. Responsibilities include budget, planning, management, and implementation as part of the division leadership team, interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; partner and coordination of work with other city departments, as well as outside agencies. Provide exceptional customer service by engaging with the public, internal and external customers.

The Successful Candidate: Provides strategic direction and leadership in the development of program area goals, objectives, direction, and philosophy. Work with program areas to develop goals consistent with the departmental mission and City Strategic themes. Partner with division leadership in the development, planning and management of an $25 million operating budget.Coordinates activities of full time Program Directors. Coordinates program unit cohesion with peers, co-workers, and subordinate staff. Set goals and objectives for program area. Assumes full supervisory capacity in accordance with organizational policies: hiring, promotions, disciplinary action, training, evaluation, payroll, and termination. Manage all aspects of the hiring process from job posting interviews, selection, recommendation, and salary negotiations. Train staff on policy and procedures. Manage employee time and leave; all aspects of evaluation, development, and disciplinary action and ensure staff compliance with training requirements.Directly supervises four Recreation Program Directors, each of which are responsible for a team of facility managers. Each team manages 5-7 community and/or neighborhood centers. Specific duties to include provide leadership, vision, and direction for the work unit, develop short- and long-term goals that align with department mission, fiscal management (revenue, expenditure, procurement, and reconciliation), oversee staff development, respond to facility issues, involvement in capital improvement projects and participation in department and city strategic planning.Facilitates collaboration and consistency of recreation program offerings across the organization with a focus on ensuring each facility is meeting the needs of the community. Establish goals and objectives as part of performance reviews. Follow-up on goals and objectives. Work with other agencies with similar interests.Oversees development and distribution of marketing materials. Promotes programs, special events, and recruitment of staff through presentations to universities, local organizations, and civic groups.Works with other Recreation program areas to develop and implement new and innovative community programs for city and non-city residents. Coordinates, implements, and reviews instruction of all course registration input for program areas and computer training on the departmental software system.Evaluates and makes administrative program policy recommendations and changes in conjunction with program unit development. Research best practices. Lead sub-committees for policy review. Draft recommended policy Influence departmental policies, goals, objectives, and performance standards; prepares reports on program area activities. Coordinates with other department divisions and city departments to develop, coordinate and implement strategies to meet the needs of individual communities. Involved in city-wide emergency response planning and oversight during events. Coordinates Recreation Division emergency response and evaluation within the city during inclement weather situations. Assign staff tasks related to Emergency Response. Communicate to staff emergency response protocols and appropriate action steps.Identify, develop, and facilitate partnerships with outside agencies, stakeholder groups, and City Departments.Work effectively with City Council appointed advisory boards to advance mission of City, Department and Division program areas.Advise Department Director, Assistant Directors, City Manager and City Council on local, state, and regional issues and opportunities regarding the delivery of recreation programs that meet the needs of communities within the city of Raleigh.Special projects and duties as assigned by Department Director and/or Assistant Director to support the mission of the Department and the City of Raleigh.
